The acting mayor of Rio Branco, Alysson Bestene (PP), filed this Thursday morning (6) at the City Council the Complementary Bill that updates the regulatory framework for public transport in the capital. The proposal deals with the organization, delegation, operation and supervision of the public public passenger transport service, replacing the 1982 municipal legislation, considered outdated in the face of new urban and legal realities.

The text seeks to align local legislation with the guidelines of the National Urban Mobility Policy (Federal Law No. 12,587/2012), the Concessions and Permissions Law (Law No. 8,987/1995) and the New Law on Tenders and Administrative Contracts (Law No. 14,133/2021). According to the mayor, the update represents an important step towards ensuring efficiency, transparency and better quality in the city’s public transport.

During a press conference, Alysson highlighted that City Hall has been adopting inspection measures over contracts with transport companies. “All procedures based on the contract are being monitored. Whatever is found will be punished in accordance with the contract. We seek, within our conditions, to guarantee the adequate delivery of the service to the city”, he stated.

Asked about a possible increase in the fare, the mayor assured that the value will remain at R$3.50. “Even with the increase in diesel, we maintained the tariff. The City Hall subsidizes part of the costs to prevent the impact from reaching the user. We think of the user first”, he reinforced.

Alysson also commented on the emergency contract with the company Ricco, stating that compliance with the clauses is being monitored. “There are reports and the infractions are being investigated. The appropriate measures will be taken. The important thing is that we are moving forward with a law that updates the entire process and allows bidding for a new stage of public transport in Rio Branco”, he explained.

The project, prepared by RBTrans with the support of the Municipal Attorney General’s Office and the Special Secretariat for Legal Affairs, reflects months of technical and legal studies. It proposes a more rational and efficient system, focusing on service quality and public control.

Among the main points, the text defines that the delegation of the service will occur through public bidding, with criteria such as lower tariff or better technique, guaranteeing transparency and reasonable tariffs. It also provides for new rules for extending contracts, requiring technical manifestation, legal opinion and motivated decision, respecting the principles of efficiency and public interest.
