Lula demands effective action at COP30: “It can’t just be a fair of good ideas”

President Luiz Inácio Lula da Silva defended that climate conferences stop being just spaces for debate and start generating concrete results. “The COPs cannot just be a fair of good ideas, nor an annual trip for negotiators. They must be a moment of contact with reality and effective action to combat climate change”, he wrote in an article published this Thursday (6) in the newspaper The Globeopening day of the Leaders Summit, which precedes COP30 in Belém.

In the text, Lula spoke about the launch of the Tropical Forests Forever Fund (TFFF), the government’s flagship for the event, aimed at preserving forests through an investment model, not a donation. The fund will pay both those who maintain preserved areas and those who provide resources, and Brazil is expected to invest US$1 billion in the initiative.

President Lula also highlighted that Brazil reduced deforestation in the Amazon by half in two years and that the country will be the second in the world to present a new Nationally Determined Contribution (NDC). The goal is to cut between 59% and 67% of greenhouse gas emissions by 2030, covering all sectors of the economy.

Lula argued that climate financing must follow the principle of “common but differentiated responsibilities”, with greater participation from developed countries. According to him, rich nations “have benefited most from the carbon-based economy” and need to contribute proportionately.

The text also advocates directing part of the resources from oil exploration to accelerate the energy transition and reinforces Brazil’s role as a producer of clean energy, currently with 88% of electricity coming from renewable sources.

Among the institutional proposals, Lula suggests the creation of a UN Climate Change Council, linked to the General Assembly, to ensure that commitments made at conferences are fulfilled. He also announced a “Declaration on Hunger, Poverty and Climate”, to be launched during the summit, linking environmental goals to the fight against inequalities.

“The world returns to the Amazon to discuss climate change,” wrote the president. “The time has come for action plans.”
