The minister, from the (Court of Accounts of the Union), will receive R$ 21,443 for a one-hour lecture at the opening of a meeting coordinated by the School of Public Accounts of the (Court of Accounts of the State of Pernambuco), according to data from the hiring process.
The minister’s speech took place this Thursday (6), at the opening of the 16th Technical Meeting on Professional Education of the Courts of Accounts (Educontas), promoted by the Rui Barbosa Institute, and coordinated by the TCE-PE School of Public Accounts. The event takes place until this Friday (7) in Recife.
The meeting, which brings together representatives from Audit Courts, public managers, technicians and specialists, has the theme “Professional Education: Measuring impacts, transforming scenarios”.
The hiring process, which was exempt from bidding, shows that the minister’s lecture, on the challenges of consensualism, would last one hour. The favored company is EMZ – Cursos e Trainings Ltda, whose partners are the minister and his wife, Maria Lenir Ávila Zymler.

When contacted, the TCE-PE reported that the minister was hired to give the lecture and stated that Zymler is “one of the most prominent names in Brazilian external control”, citing his 30 years of experience at the TCU, “between the positions of Finance and External Control analyst, substitute minister and minister”.
“The contracted value is in line with what is charged by names with similar experience and reputation”, he concluded.
The Panel contacted the minister through the TCU’s advisory services, but there has been no response to date.
