Formalization was published in an extra edition of “DOU”; municipality may receive up to R$200,000 in aid, according to an ordinance from the Ministry of Regional Development
The federal government recognized a state of public calamity in Rio Bonito do Iguaçu, in Paraná, after the municipality was hit by a tornado on Friday (7.Nov.2025). The disaster affected more than 10,000 people, leaving 6 dead and more than 750 injured.
The formalization was published in an extra edition of D.O.U (Official Gazette of the Union) this Saturday (Nov 8). The ordinance is signed by national secretary of Protection and Civil Defense of . Eis and (PDF – 2 MB).
The recognition was also confirmed by (Institutional Relations). The minister leads a federal delegation that went to the region at the request of the president (PT) to coordinate assistance and reconstruction actions.
“We immediately recognized the public calamity. The government wants to join forces to help Paraná, from more immediate reconstruction, food and personal hygiene items, to planning for the reconstruction of the city”the minister told journalists this Saturday (Nov 8). According to Gleisi, Lula the resources until Monday (Nov 10).
According to the Ministry of Regional Development, the recognition of the state of calamity was done through a procedure called Summary Rite, used in cases of natural disasters proven by technical reports, media records and official information. This means there is greater agility in the transfer of amounts for assistance.
The concierge establishes that municipalities with up to 50,000 inhabitants have a maximum aid amount of R$200,000. Cities with a population of 50,000 to 100 thousand are R$300,000. Places with more than 100 thousand residents can receive up to R$500 thousand.
As the city has 14,000 inhabitants, according to the IBGE (Brazilian Institute of Geography and Statistics), should receive R$200,000.
The wind, which exceeded 250 km/h, destroyed masonry houses, toppled entire trees and overturned vehicles and trucks. Entire neighborhoods were leveled, according to records from residents and rescue teams. Local infrastructure also suffered damage, with power lines broken and water supply interrupted in parts of the cities.

The Fire Department and Civil Defense continue to search and remove debris in the affected areas. Authorities are working to determine the full extent of the damage caused by the tornado.
