For Lindbergh Farias, the proposal aims to ‘sabotage the most relevant investigations in the country and shield those who fear the advancement of Operation Hidden Carbon’
The PT leader in the Chamber of Deputies, (PT-RJ), criticized again this Monday, 10th, the text presented by the deputy (PP-SP) for the anti-faction project. According to Lindbergh, the proposal from the São Paulo Secretary of Security “has a clear objective of preventing the Federal Police from acting”. For Lindbergh, the proposal aims to “sabotage the most relevant investigations in the country and shield those who fear the advancement of Operation Hidden Carbon”.
The considerations were made on the deputy’s X profile on the eve of the plenary session for which the analysis of the anti-faction project is scheduled. The proposal was sent by the government to the Chamber in the wake of the mega-operation that left 121 people dead in Rio de Janeiro. A clash between government supporters, centrão and opposition was already expected in the discussion of the proposal, but the dispute took on new contours with the indication, by the president of the Chamber, Hugo Motta (Republicanos-PB), that the rapporteur on the topic would be the government secretary (Republicans).
The replacement text by deputy Guilherme Derrite to PL 5,582/2025 has a clear objective of preventing the Federal Police from acting. Article 11, II, determines that “the criminal investigation will be the responsibility of the Civil Police and the competence for processing and judging will rest with the Courts…

Prosecutor Lincoln Gakiya, who is investigating and is on death row for the faction, stated that the text could exclude not only the PF, but also the Public Ministry, affecting investigations against organized crime.
According to Lindbergh, Derrite’s proposal, by providing that “the criminal investigation will be the responsibility of the Civil Police and the competence for processing and judgment will fall to the State Courts”, “removes the PF from the investigations”. The PT leader also questioned the indication that federal action will only take place “upon provocation from the State Governor”. In the deputy’s view, such specification “completely encompasses interstate and transnational investigations, such as Operation Hidden Carbon”
The aforementioned operation was opened at the end of August to combat the infiltration of organized crime in the country’s formal economy – in this case, the fuel sector, part of which, according to investigators, was co-opted by the PCC. Most of the offensive warrants were carried out in Faria Lima, the country’s main financial center.
“Instead of strengthening the fight against organized crime, the rapporteur does the opposite: takes power from the PF, protects laundering networks and prevents direct cooperation between police, contrary to what was proposed in the Security PEC”, the PT leader also noted about Derrite’s proposal. According to Lindbergh, the substitute prepared by government secretary Tarcísio is an “unconstitutional maneuver”, as it violates an article of the major law that “deals with jurisdiction in interstate or transnational infractions”.
