Moraes orders Castro to preserve images from the cameras of police officers involved in Operation Containment

In the same decision, the minister ordered the governor to send, within 48 hours, a list of agents involved, as well as copies of all necroscopic reports of those killed in the action

The minister of the Federal Supreme Court (), determined this Monday (10), that the governor of Rio de Janeiro, (PL), preserve all images from the body cameras of civil and military police officers involved in Operation Containment, which left 121 people dead in the Alemão and Penha complexes in October. In the same decision, the minister ordered the governor to send to the STF, within 48 hours, the list of agents involved in the operation and also copies of all necroscopic reports of those killed in the action.

Moraes also demanded the intelligence and police reports that supported the operation, launched to carry out preventive arrest warrants against leaders, drug managers and soldiers of the faction. The minister will check whether there were clues in the reports that indicated that the targets of the arrest warrants were in the place where the operation took place.

Moraes also asked Cláudio Castro to report on the measures taken to comply with the previous decision that obliged the government and preserve all evidence, expertise and documents related to the operation. According to the minister, additional information is necessary “for the analysis” of Operation Containment.

Alexandre de Moraes also ordered the immediate suspension of the investigation opened at the 22nd Police Station of Rio de Janeiro (Penha) to investigate victims’ families for having removed bodies from the forest region. The minister ordered the chief delegate to be notified so that he could provide information to the STF within 48 hours.

The minister also made demands to the Court of Justice of Rio de Janeiro, the State Public Prosecutor’s Office and the Public Defender’s Office of Rio. Moraes asked the Judiciary for a list of people with an arrest warrant who were actually arrested in Operation Containment and a list of the other prisoners – by warrant or in the act – who were not included as targets of the action and the procedural status of each one. It also requested the results of custody hearings and search and seizure warrants.

From the Public Ministry, the minister requested reports and copies of the reports made by the independent technical expertise of the body and the investigation that triggered the operation. And, finally, Moraes asked the Public Defender’s Office to inform whether the government allowed the institution access to evidence and “necessary procedures for due monitoring and assistance to the victims’ families”.
