Ruralists sue Lula government for indigenous demarcation – 11/25/2025 – Panel

The (Agricultural Parliamentary Front) presented a criminal report to the (Attorney General’s Office) against the minister (Justice) and the president (PT) for having signed land ratification acts during the UN climate conference.

In the criminal report, the FPA asks the PGR to investigate whether Lula, Lewandowski and public officials committed a crime of malfeasance by signing acts that preceded the issuance of four decrees that approved and ten declaratory ordinances for indigenous lands.

In the piece, the ruralists claim that the acts were published without any mention of the Law, approved by parliamentarians in October 2023, partially vetoed by Lula and promulgated by Congress in December of the same year, after the vetoes were rejected. The law has the (Federal Supreme Court).

“It is known that Law 14,701/2023 is in force, without any type of suspension of its effects”, indicates the piece. “This rule was approved by a large majority in the National Congress aiming to bring legal security and peace to the countryside.”

“It turns out that, even with its validity, the authorities and public servants mentioned above seem to forget their connection to the Law and respect for the principle of legality”, continues the text. “In order to build narratives, without respecting internal norms, they edited several acts to speak at the international COP30 event.”

The criminal notice states that anyone who “unduly delays or fails to perform an official act, or performs it against the express provision of law, to satisfy personal interest or feeling” commits malfeasance.

“It is necessary that concrete actions be taken, malfeasance is a crime that attacks public administration, tarnishing administrative morality and the regularity of public services”, he adds. “It is emphasized again, there is no room for public administrators to depart from current law. Respect and submission to the Law are imperative.”
