Pfeifer: Trump using Russian document in Ukraine plan is not surprising

A Russian document served as the basis for the peace plan proposed by US President Donald Trump for the conflict in Ukraine, revealing a continuity in the process of rapprochement between Trump and Vladimir Putin. In an interview with WWAlberto Pfeifer, coordinator of DSI-USP and researcher at Insper Agro, stated that the use of this Russian document is not surprising.

The , known as a “non-paper” in diplomatic parlance, replicates Russia’s main demands regarding Ukraine. The US proposal includes specific economic points, such as the payment of US$100 million in reparations to Ukraine by Russia and the country’s reintegration into the G7, transforming it back into .

Trading strategy

Pfeifer highlights that the tactic of approaching Trump follows a well-known pattern, where government officials need to show deference and flattery to make their decision-making process more flexible. According to the expert, although the movement is surprising considering traditional diplomatic practices of recent decades, it is not unexpected in the current context.

The , has already been contested by President Volodymyr Zelensky and European allies. Despite apparent negotiations involving Marco Rubio and possible adjustments on some points, the document remains essentially aligned with Russian interests.

According to Pfeifer, without maintaining this base, Putin will not accept an agreement. Therefore, the document was either presented to be a “non-starter” – something that will not be continued – or it will have to be accepted almost in full, which would represent, in practice, a capitulation by Ukraine.
