Joint statement warns of violation of the United Nations Charter and denounces 104 arbitrary deaths in attacks on civilian vessels since September

The partial maritime blockade imposed by the United Nations violates fundamental norms of international law and could be considered an illegal armed aggression, according to United Nations human rights experts in a joint statement on Wednesday (24).

The blockade ordered this month by the administration of the American president, constitutes a prohibited use of military force against another country, according to the Charter of the United Nations, and is expressly considered an illegal armed aggression by the General Assembly of the United Nations since 1974, they indicated.

The experts added that this aggression is subject to universal jurisdiction, which allows all States to judge it.

Furthermore, they recalled that the blockade comes after the arbitrary murders perpetrated by the United States against at least 104 people allegedly involved in drug trafficking by sea, through 28 attacks against civilian vessels since the beginning of September 2025.

“None of the people killed represented an immediate threat that would justify the use of lethal force,” the experts stressed.

The communiqué was signed by the rapporteurs on the fight against terrorism (Ben Saul), the right to development (Surya Deva) and freedom of assembly (Gina Romero), as well as the independent expert on the promotion of a democratic and equitable international order (George Katrougalos).
