In the text, he said he had grade IV glioblastoma multiforme, an aggressive type of brain cancer, and stated that, for this reason, he could not answer oral questions, only in writing.

The letter informed that the trip from Asunción to San Salvador would have the exclusive purpose of providing medical treatment. The text also mentioned that Silvinei had undergone radiotherapy and chemotherapy sessions in Foz do Iguaçu, which would have caused skull injuries.
Despite this, the document stated that he would be “lucid, conscious and in adequate clinical conditions” to travel, with no expected return date, subject to tests to be carried out in El Salvador.
In addition to the declaration, according to the investigation of the UOLthe former director of the PRF carried a medical prescription supposedly signed by a professional from Paraná. Checking the registration number with the Federal Council of Medicine, however, indicated an inconsistency according to the portal survey: the CRM entered did not correspond to the name of the doctor appearing in the signature.
The prescription included an extensive list of medications, including drugs for cholesterol, hypertension, depression, insomnia and even antiretrovirals for HIV.
The attempt to use the documentation occurred in the context of non-compliance with precautionary measures imposed by the Federal Supreme Court.
