Leaders meet in Florida to discuss 20-point peace plan and security guarantees; future of Donbass and the Zaporizhia plant are the main obstacles
The president of , , meets this Sunday (28) with the president of , , at his residence in Mar-a-Lago, Florida, in a meeting that could define the direction of the conflict with , about to complete four years. The meeting takes place just hours after Kiev suffered one of the most intense recent Russian air attacks, with hundreds of drones and missiles, signaling pressure from Moscow on the eve of negotiations.
On the agenda is the final discussion of the 20-point peace plan — a revised version of a previous American proposal that contained 28 items and was considered unfavorable by Kiev. According to Zelensky, the document is “90% ready”, but crucial differences remain. What is at stake, fundamentally, is Ukraine’s demand for robust and “legally binding” security guarantees from the West to prevent further future aggression, in exchange for possible territorial concessions or a ceasefire.
The most sensitive points of the negotiation include control of the Donbass industrial region and the status of the Zaporizhia nuclear power plant, currently occupied by Russian troops. While the Kremlin demands the total withdrawal of Ukrainian forces from Donetsk and Luhansk and the neutrality of Ukraine (outside NATO), Kiev seeks to ensure its sovereignty and is considering submitting any final agreement to a popular referendum, if it achieves the desired security guarantees. The meeting should also address the country’s economic reconstruction, with promises of international financial support.
