Two large business groups are fighting over a bid worth almost R$250 million
The Multi group, after winning the electronic auction for the sale of equipment to the (National Development Fund, responsible for implementing the policies), was disqualified and is appealing the decision that approved Positivo Tecnologia, in October this year.
Positivo Tecnologia is a company from the Positivo S + economic group, which, months before the electronic auction took place, had already been hired by the FNDE itself with the aim of offering specialized technical support services to the municipality for information and communication technology management activities.
In this administrative contract, Positivo S+ will receive, per year, R$9.6 million and must allocate an estimated amount of 37 technicians to work at FNDE. Among the jobs provided for in this agreement, ten professionals at full and senior levels work as analysts supporting hiring and IT contract management processes.
In a note to the Panel, the FNDE says that, despite the administrative contract with Positivo, the auction “is carried out exclusively by permanent employees of the FNDE, therefore there is no conflict of interest”.
Regarding the administration contract, the fund states that “it deals with the provision of technical support services in Information and Communication Technology management to meet the needs of the municipality”.
The Multi group, from the Multilaser brand, whose CEO was between 2003 and 2018, says it is surprised by the declassification, reiterates its technical capacity and says that the sum of all its products will yield the government savings of R$5.4 million compared to Positivo.
“We were surprised and disqualified for not complying with software items according to a completely incoherent public report”, stated Tiago Griebeler Sandi, from the Multilaser group.
“We do not agree with this decision and will file an administrative appeal, presenting the evidence and arguments for reversal”, he continued.
Positivo declined to comment.
