Before, a larger engine capacity was always synonymous with a more polluting car. The components of a car have evolved – the ISV not so much.
A very clear direction comes from the European Commission: the less polluting cars are, the better. There are incentives in this direction, there are prohibitions in the opposite direction.
But in Portugal the Vehicle Tax (ISV) continues to penalize os hybrids, even the most recent ones, which pollute less than their combustion version.
With higher taxes, hybrid cars become more expensive in the Portuguese market – and the problem is the ISV.
Before, a larger engine capacity was always synonymous with a more polluting car. But the new generation of engines, and especially hybrids, changed that.
The – Automóvel Club de Portugal reminds us that the ISV continues to be more expensive in cars with a larger engine capacity, even if it pollutes less – the tax has not been updated for almost 20 years.
ISV introduced the environmental component in 2007. But its basic structure was never completely reformulated with regard to this component.
An example: a Toyota Aygo X. Combustion costs around 18 thousand euros, a hybrid costs 22 thousand; but the combustion car emits 108 g/km of carbon dioxide, while the hybrid only emits 85 g/km.
In terms of the final price, the difference in the ISV alone is huge: 300 euros for the fuel car, almost 1,600 euros for the hybrid. In the IUC – Single Circulation Tax, combustion is taxed at 111 euros, in the hybrid it rises to 148 euros.
As they are penalized more in Portugal than in other countries, there are brands that do not even invest in the Portuguese market.
