A São Paulo City Hall made an exception to its own rules by authorizing the holding of a street block during the pre-Carnivaleven after announcing that would not allow new parades outside the official festival period. The parade took place at Consolação Streetcentral region of the city, and brought together a crowd attracted by musical performances by national and international artists. With the large flow of revelers, there were reports of pushing, people feeling sick and lack of spacewhich raised questions about the organization and security capacity of the event.
The situation caught the attention of Public Ministrywhich opened an investigation to analyze possible flaws in the planning and authorization of the blocks that paraded simultaneously in the same area. The investigation seeks to understand whether there was an excess of public and whether the control measures were sufficient to guarantee the safety of participants.
Despite criticism, the municipal administration defended the decision and stated that pre-Carnival was considered positive in the overall balancehighlighting that, even with a large audience, few serious incidents were recorded. The city hall also highlighted that the city has an extensive program, which includes hundreds of blocks distributed throughout the official days of revelry.
The specific authorization reignited the debate between organizers and revelers, who question the coherence of the criteria adopted by the public authoritiesas other blocks had requests denied based on the same rules which, in this case, ended up being relaxed.
