The Minister of Environment and Energy, Maria da Graça Carvalho, oversees EMER 2030
Despite having no qualifications or experience in the energy area, Fábio Teixeira was chosen to coordinate the licenses for renewable energy projects. The Ministry of the Environment refers the choice to the president of EMER.
A nurse licensed in 2018 was appointed coordinator of Mission Structure for the Licensing of Renewable Energy Projects 2030 (EMER 2030), an organization supervised by the Minister of Environment and Energy, Maria Graça Carvalho. The appointment of Fábio José Alves Teixeira It was signed by the president of the structure, Manuel Nina, on February 2, and published in Diário da República last Monday.
According to the order, the new coordinator “has an academic and professional curriculum that highlights the appropriate profile and demonstrates the aptitude and professional experience necessary to perform the duties”. However, the attached curriculum note indicates that does not have professional experienceacademic qualifications or specific training in the area of renewable energy.
According to the report, Fábio Teixeira will perform functions with status and competencies equivalent to a 1st grade intermediate management position in Public Administration. In 2026, after the salary update of 2.15%, the base salary will be fixed at 3347 euros gross, plus 351 euros in representation expenses, totaling around 3700 euros monthly.
With connections to PSD Youth, Fábio Teixeira already worked between October 2024 and June 2025 as a specialist technician in the office of the then Minister of Youth and Modernization, Margarida Balseiro Lopes. Subsequently, it was deputy in the office of the current Minister of CultureYouth and Sports, between June 2025 and November 2, 2025, ceasing functions at his request, according to the order published in Diário da República.
In the dismissal order, Margarida Balseiro Lopes left a “public praise” for the deputy, highlighting the “high technical quality” and the commitment shown in carrying out his duties.
Before his government experience, Fábio Teixeira worked as a project manager in the areas of development and implementation of software, consultancy and social innovationin addition to having worked as an international recruitment consultant in the healthcare sector. He has a degree in Nursing from the Escola Superior de Enfermagem do Porto and completed a postgraduate degree in Project Management at Porto Business School, in 2022.
When asked about the appointment, the Ministry of the Environment referred the choice to Manuel Nina. “It is solely and exclusively up to Manuel Nina carry out the internal management of EMER to successfully fulfill the mission assigned to it. Issues such as team reinforcement are a matter of internal organization and their responsibility”, he says.
