OP called the (Federal Audit Court) to demand an investigation into the use of the structure of the Presidency of the Republic in the organization of the “Amigos do” float, in which the president will be honored by Acadêmicos de Niterói in the Rio de Janeiro parade, next Sunday (15). This is the second time that the party has questioned the legality of Lula’s participation in the parade.
In the representation, Novo cites the mobilization coordinated by the first lady, Rosângela Lula da Silva, to make personalized invitations, organize the costumes and coordinate the guests.
All of this using the structure of Palácio do Planalto, where Janja has a room. Novo alleges that the Union’s human and material resources were used to facilitate personal and festive activities, which would constitute improper use of the public sector.
The party also states that the coordination fails to comply with a normative guideline published by the AGU (Advocacia Geral da União), in 2025, which establishes that the actions of the presidential spouse must observe the principles of the Constitution and be conditioned to the public interest.
“There is no legal jugglery that justifies the public interest in the expenditure of public resources for the first lady’s participation in a samba school parade, much less that justifies the distortion of the state structure for organizing the list of guests and the costumes to be used by the float’s components”, says the representation.
In the request, Novo wants the court of accounts to prohibit the activities of public servants and logistical or institutional coordination activities related to the float where Lula will parade. The party also calls for the managers and authorities involved to be held accountable, with the application of punishments, including fines.
It is not the first time that Novo has acted in the case. The party had already represented the TCU when it questioned the use of public funds to finance the parade. This is because Escola Acadêmicos de Niterói received R$1 million, via Embratur, to help with the costs of the parade. The amount, however, was also passed on to the other 11 schools in the Special Group.
Although the TCU’s technical area recommended the suspension of the transfer, the court’s minister, Aroldo Cedraz, denied the party’s request by stating that the distribution of resources ‘follows an objective and isonomic criterion’ and that there were no elements that indicated favoring the school in relation to others.
