Representative Augusto Coutinho (-PE), rapporteur of the application project, evaluates the possibility of defining different minimum floors per race for workers, depending on the region of the country.
A survey carried out by the platforms shows that 25% of rides cost less than R$8.50 — the minimum floor defined in the project. In some states, such as Amapá, almost half of the races do not exceed this value.
The rapporteur’s concern is not to make the service in smaller cities unfeasible.
The deputy. Today, this percentage reaches 50% in some cases. The new limit must be an average, which can be weekly, biweekly or monthly.
The gavel must be struck after a meeting scheduled for next week between the rapporteur, the president of the Chamber, (Republicanos-PB), the minister (General Secretariat) and deputy Joaquim Passarinho (PL-PA), president of the committee that discusses the project.
After mobilization carried out by workers, Coutinho must also change the section of the report that deals with the criminal records of platform workers.
According to the new wording, delivery drivers will not need to present a certificate of good background. The justification is that work is often a form of resocialization. The obligation would continue only for drivers.
Despite pressure from the government to increase the amount passed on to workers for grouped deliveries, the rapporteur should not change the report at this point.
The delivery person will receive 100% for the first delivery, 50% for the second and 25% for the third.
The rapporteur’s idea is to present his opinion in the week of March 6, with the aim of approving the project the following week.
