The consortium formed by Brazilian companies RZK Empreendimentos Imobiliários, Zetta Infraestrutura, M4 Investimentos, Engemat and Iron Property won the public-private partnership (PPP) concession for the construction and management of the new São Paulo government headquarters in Campos Elíseos, the center of the capital. The group offered a 9.62% discount on the monthly amount it will receive from the State to manage the complex.
The Tarcísio de Freitas (Republican) government predicted a maximum monthly payment of around R$76 million. The consortium offered to carry out the service for around R$69.225 million. Another consortium, formed by the Spanish Acciona and the Brazilian Construcap, had offered a 5% discount. Only the two groups participated in the auction.
“Campos Elíseos, the first planned neighborhood in São Paulo, which was created to serve the coffee aristocracy, inspired by 16th century Paris, and suddenly was lost. It became a degraded area, from which people began to move away. This project will leave a legacy. We will rescue the city center”, said Tarcísio.
The contract with the winning consortium is expected to be signed around the middle of the year. “It’s the biggest Brazilian revitalization project. We’re going to do everything we can to make it a reality as quickly as possible,” said civil engineer Felipe Mahana, director of M4, a member of the consortium.
The Legislative Assembly needs to approve the complex’s financing project. “We have already sent the bill. Please be quick to start these works as quickly as possible”, stated the Secretary of State Investment Partnerships, Rafael Benini.
The project
One of the main promises of Governor Tarcísio de Freitas (Republicans), the project intends to create an esplanade on the outskirts of Parque Princesa Isabel, where the headquarters of state departments and bodies will be transferred.

The works are expected to begin next year and be delivered from 2028. The contract, which includes the administration and care of 60,000 m², lasts for 30 years. The concession provides for an investment of R$6 billion in improvements.
The state government’s intention is to transfer the headquarters of several departments and public bodies to Campos Elíseos. The region has undergone a process of recent degradation, with the spread of drug users from Cracolândia and the recurrence of robberies and thefts. Furthermore, the pandemic led to the closure of stores and restaurants and an increase in the homeless population, including entire families.
According to the government, around 22,000 employees will work in the complex, which includes buildings in five blocks around Parque Princesa Isabel.
The project envisages the requalification of the region, including the restoration of 17 listed properties and the expansion of 40% of the green areas. The care and security of Parque Princesa Isabel and Largo Coração de Jesus will be the responsibility of the concessionaire.
The Princesa Isabel bus terminal will be deactivated for the expansion of the square, which will run from Avenida Duque de Caxias to Alameda Glete. It will be replaced by the Luz terminal, which will be built at one of the metro station exits.
The Palácio dos Bandeirantes, located in Morumbi, in the south zone, will remain the official residence of the governor of São Paulo. But the government headquarters will be transferred to the Palácio dos Campos Elíseos, between Alameda Glete and Avenida Rio Branco.
