Enel SP reinforces in meetings at Aneel request to archive process about ‘blackout’

Concessionaire pointed to the unprecedented nature of the episode last December, with a long duration and high impact on the electricity grid

Enel São Paulo reiterated with the National Electric Energy Agency (Aneel), in two meetings last week, the request to archive the process opened after the climatic event of December 2025, when there were power outages in several consumer units. At both meetings, data were presented that, in the company’s view, would prove performance compatible with the magnitude of the climate event.

The concessionaire pointed to the unprecedented nature of the episode last December, with its long duration and high impact on the electricity grid. There was extensive comparative detail with the occurrence of October 2024, when the State of São Paulo was once again affected by a major storm, causing the interruption of electricity supply in more than 3 million consumer units in the Enel SP concession area.

According to the data presented at the meeting with Aneel, in December 2025 there was triple the number of teams compared to October 2024, on the day of the climatic event. Furthermore, there was an increase of 57% in the number of heavy vehicles and 180% in the number of total vehicles, also on the day of the incident. The numbers are contained in the memorandum of the two meetings.

On another front, Enel SP stated that there was a 37.8% reduction in the Average Interruption Duration (MD) in the energy service, in addition to service recovery in 24 hours for a total of 80% of affected customers. An administrative process has been underway since 2024 which, depending on the final analyses, could culminate in a recommendation for the concession to expire.

What is being evaluated, in particular, is a results plan after the so-called report of failures and transgressions to legislation and the distributor’s concession contract. In November 2025, director Agnes da Costa voted to extend the period for monitoring and evaluating the recovery plan.

This referral was defended because the regulator would have a more accurate assessment of the concessionaire’s performance, specifically during the wet period, ending until March 2026. In other words, when there is a greater chance of weather events. At the end of last year, considering the need for more time to evaluate merit, director Gentil Nogueira requested a review.

The return of the vote is scheduled for the meeting on March 24th. The two meetings last week took place in director Nogueira’s office. General director Sandoval Feitosa has already presented his defense of the recommendation for Enel São Paulo to expire. He also declared in advance his vote to order the technical areas to prepare an administrative intervention plan in the distributor’s concession area within 30 days. The merits of these possible referrals have not yet been voted on.
