“The measures adopted for the tax on petroleum products do not cover the increase in fuel costs resulting from the inflation resulting from the war in the Middle East. (…) The news is this: today, taxes and fees on fuel costs are higher than the fees and taxes of April 2024, when the Prime Minister took on government responsibilities”, accused José Luís Carneiro in the fortnightly debate taking place in parliament.

What do the data say?

We will analyze the weekly reports from the Energy Services Regulatory Authority (ERSE), which allow us to compare the evolution of taxes and fuel prices.

Although the percentage weight of taxes on diesel has fallen slightly (from 45.5% to 42.4%), the real value in euros collected by the State for each liter rose in both fuels. In gasoline, the value jumped from 0.918 euros per liter for 0.990 euros per liter and, in diesel, 0,752 euros per liter for 0.867 euros per liter.

Em April 2024 (period between February 1st and August 25th), the total ISP and carbon tax was 0.57813 euros per liter gasoline is 0.44274 euros per liter not diesel. Currently, these values ​​have risen to 0.62964 euros per liter gasoline is 0.48497 euros per liter not diesel.

This increase results from the increase combined ISP and, above all, the carbon tax, which went from 0.12777 euros for 0.15911 euros per liter in gasoline and 0.13920 euros for 0.17334 euros per liter not diesel.

Remember that the Government of Luis Montenegro continued the plan initiated by the Executive of Antonio Costa in 2023, applying updates to the carbon tax. At the time, the Prime Minister justified the defreezing as an “obligation”, as it was “a European and ecological policy”. The measure is in line with the guidelines of the European Unionwhich in 2025 recommended the gradual elimination of fossil fuel subsidies, introduced by the Government of António Costa in 2022, with the aim of reducing the country’s energy dependence.

In fact, the amount of taxes charged per liter of gasoline and diesel has increased since April 2024, both by the ISP and the carbon tax. However, not all indicators follow this increase linearly: in the case of diesel, although the value in euros has increased, the percentage weight of taxes on the final price has decreased slightly due to other factors that influence the price, such as production costs. In other words, it is correct to say that more is paid in nominal terms,However, this increase results from the gradual unfreezing of the carbon tax, a policy initiated by the previous Government and aligned with European Union guidelines for the elimination of fossil fuel subsidies.
