Access to dental prosthetics in Portugal will become more accessible thanks to the creation of the so-called “dental prosthesis check”, a new support aimed at users of the National Health Service (SNS) who are unable to afford oral rehabilitation. According to the news portal, this measure was formalized by ordinance on March 20, 2026 and is part of the National Program for the Promotion of Oral Health 2030 (PNPSO 2030). The “dental prosthesis check” will come into force in January 2027.
The objective is clear: to allow people in situations of economic vulnerability to have access to dental prosthetics without this representing an insurmountable financial burden. According to the same source, the prosthesis check focuses on replacing lost teeth, while the existing dentist check covers prevention consultations and basic treatments.
Who can have access to the prosthesis check?
To access this support, you will need to meet two essential requirements: be a registered user of the SUS and have a clinical need for dental prostheses, in addition to being in a situation of economic vulnerability.
The publication adds that the concrete criteria to define this vulnerability are still in the regulatory phase.
The incentive is aimed mainly at vulnerable groups, such as the elderly, low-income people and beneficiaries of social support. According to the same source, the measure aims to reduce inequalities in access to oral health care, making it possible to rehabilitate those who were unable to afford the full cost of a prosthesis.
How will the allocation of support work?
The operating model will follow the logic of the dental check, but adapted to the specificities of oral rehabilitation. The same source mentions that the request will be made by the SUS, with a reference from the family doctor or the oral health service of the Local Health Unit (ULS).
Checks will be issued completely digitally through the Oral Health Information System (SISO), currently under development. The user will be able to choose between providers participating in the public, social or private sector, guaranteeing freedom of choice and continuity of care.
Implementation and important dates
The ordinance creating the program came into force immediately, but effective implementation is only scheduled for January 1, 2027, the date on which the new SISO will be operational. According to the same source, by then the eligibility criteria and contribution amounts will be published.
Furthermore, the National Oral Health Promotion Program 2030 foresees greater coordination of dental care with primary and hospital care, reorganization of oral health checks and the provision of an interactive NHS portal to locate participating providers.
Differences between a dentist check and a prosthesis check
Many people confuse the two supports, but they have different purposes. The dental check is intended for prevention and basic treatment, while the prosthetic check focuses on oral rehabilitation with prosthetics, coming in when teeth are lost.
According to Ekonomista, the two supports are complementary: the first maintains oral health and treats common problems, while the second allows the recovery of dental functionality and aesthetics, guaranteeing a better quality of life for vulnerable users.
