The objective is to modernize the system and guarantee access to innovations such as advanced therapies, vaccines and new diagnostic tests.

The text lists the principles and guidelines related to the production and health regulation of cancer technologies within the scope of the policy, such as:
- reducing dependence on imports;
- encouraging technology transfer;
- encouraging the formation of public-private partnerships;
- valorization of national production;
- technological training and generation of innovation.
The law also lists the procedures related to guaranteeing universal and equal access to vaccines, medicines and advanced therapy products, within the scope of the National Cancer Prevention and Control Policy.
Among the main points are free of charge, the promotion of health education strategies, the criteria for verifying the potential for therapeutic response, in addition to expanding access to innovative treatments.
The law also includes strengthening partnerships with universities and research centers and encouraging the creation of biotechnology startups focused on vaccines and oncology medicines, in addition to supporting the application of artificial intelligence in research activities and encouraging the adoption of genetic sequencing.
