A CCJ (Constitution and Justice Committee) of the Chamber vote this Wednesday (22) the report on the end of the 6×1 scale. PEC 8/2025, which deals with the topic, already has a favorable opinion from the rapporteur, Paulo Azi (União-BA), presented last week. The vote, however, was postponed after a request for review.
The text suggests a reduction in weekly working hours without changing workers’ salaries. The document groups two projects. One from the deputy Erika Hilton (Psol-SP), which determines the reduction to 4 days of work per week and 3 days of rest in a 36-hour week. The deputy’s other Reginaldo Lopes (PT-MG) only talks about a reduction in working hours to 36 hours per week.
A The expectation of the government and deputies from the center is that the text will be approved this Wednesday. To advance in the CCJ, the PEC requires a simple majority, with a minimum quorum of 34 deputies. Therefore, the next step is to take the proposal to a special committee that will be responsible for discussing the merits of the proposal.
The rapporteur was, that is, the legitimacy of the project under the Constitution. Azi, however, made it clear that the special commission needs to make adjustments. He said that he will recommend a reduction in the report so that the weekly working hours are 5×2 and used the government’s own proposal to justify this argument.
“The government itself and the trade unions themselves signaled an intermediate proposal, which would be the reduction of the working day to 40 hours and the adoption of the 5×2 scale. This is the first point that we will indicate as being an object of evaluation by the special commission”, said the rapporteur.
The vote was scheduled to take place last Wednesday, but was postponed due to a request for a view from Lucas Redecker (PSDB-RS) and Bia Kicis (PL-DF) 15. Therefore, it was necessary to meet the deadline of two plenary sessions to resume the agenda.
Government project
The. The executive’s idea was to speed up the process, make it easier to approve and regain protagonism on the issue in an election year.
The vote on the proposal generates expectations in the government, especially due to the popularity of the agenda. Planalto began supporting the text in the second half of 2025. The government base understands that the approval of the end of 6×1 and the one at the end of last year are two agendas that provide support for the president Luiz Inácio Lula da Silva (PT) seek re-election for a fourth term.
To be approved in the form of a PEC, the text requires the support of at least three-fifths of the deputies (308 votes). A PL only requires a simple majority for approval (257 votes).
The PEC entered the spotlight of Congress after (Republicanos-PB) embraced the agenda and decided to move forward. The parliamentarian has emphasized the importance of the agenda for the “working class” and signaled a rush in the process.
The congressman’s objective is to approve the text in the first half of the year, voting by the end of May in the plenary.
Hugo had recent meetings with government members to discuss the details of the proposal. Last Friday (17), he met with the (Institutional Relations Secretariat), José Guimarães.
Neither of them spoke after the meeting, but the relationship had already been put to the test after the PL was sent by the Executive. Guimarães was government leader in the Chamber when Hugo announced an agreement with Planalto to process only the PEC. In a press conference, the President of the House said that the government would not send any alternative proposal. This was not fulfilled.
The government text was sent urgently to speed up the vote. Therefore, the proposal must be voted on within 45 days in the Chamber. Hugo’s objective is to finish processing the PEC before then.
Now, Hugo has endorsed the government’s PL and will maintain speed in approving the PEC. He said he will define the text’s rapporteur in the special commission after approval by the CCJ. The president of the House expressed interest in having a name from the center that is in favor of the proposal.
