PF says that group continued to operate after phases of Compliance Zero

Investigation indicates constant illegal monitoring and cyber attacks linked to the Banco Master case even after the first phases of the Compliance Zero operation

The Federal Police states that the organization investigated in the Banco Master case continued to operate even after the overt phases of Operation Compliance Zero. The assessment is contained in the decision of Minister André Mendonça, of the STF (Supreme Federal Court), that the 6th phase of the operation, launched this Thursday (May 14, 2026).

According to the investigation, new elements gathered by the PF indicate the “persistence of illicit activities” and the continued activity of groups known as “A Turma” and “Os Meninos”, even after the first police actions that led to Vorcaro’s arrest. Here are the dates of the 5 previous phases of operations:

  • 1st phase: November 17, 2025 (when Daniel Vorcaro was)
  • 2nd phase: January 14, 2026
  • 3rd phase: March 2026 (when Vorcaro was)
  • 4th phase: April 16, 2028
  • 5th phase: May 7, 2026

According to the decision, “The Gang” was responsible for threats, face-to-face intimidation, clandestine surveys and illegal obtaining of confidential information. Already “The Boys” worked with cyber attacks, telematic intrusions, taking down profiles on social networks and illegal digital monitoring.

The PF states that, father of the founder of Banco Master, continued to maintain contact with members of the investigated structure even after the first phases of the operation.

In one of the messages cited in the decision, Henrique states: “I need you at the moment I’m in”. For investigators, the conversation shows that he continued to use the group’s services after the investigations progressed.

OPERATION AND RESOURCES

The investigation also states that the group continued to receive resources to maintain its activities. Intercepted conversations mention transfers of R$ 400 mil and negotiations involving payments of up to R$ 800 mil.

According to the PF, the continuity of action was also evidenced by attempts to hide evidence, frequent changes of telephone numbers and the use of a foreign line registered in Colombia by Henrique Vorcaro.

The decision also reports that members of the hacker nucleus “The Boys” they would have acted to remove electronic equipment and empty properties shortly after the start of previous phases of the operation.

Among the prisoners in the new phase are:

  • Henrique Vorcaro;
  • David Henrique Alves;
  • Victor Lima Sedlmaier;
  • Rodrigo Pimenta Franco Avelar Campos;
  • Manoel Mendes Rodrigues;
  • Anderson Wander da Silva Lima;
  • Sebastião Monteiro Júnior.

The operation also targets federal police officers accused of carrying out improper consultations in the corporation’s internal systems to obtain confidential information.

Investigators investigate crimes involving criminal organization, threats, corruption, money laundering, hacking of computer devices and violation of functional secrecy.
