SIRESP manager accumulated three salaries without authorization from the Government

At issue is an accumulation of functions of Paula Sofia Casimiro, who was an executive member of SIRESP on an exclusive basis and at the same time a higher education teacher in two establishments.

Audit by the General Finance Inspectorate (IGF) at SIRESP identified several irregularities in the management of the company responsible for the State’s emergency networks, including the unauthorized accumulation of functions by Paula Sofia Casimiroappointed executive member of the company in May 2022.

According to the report, the manager performed, for two years, functions teachers in higher education establishments simultaneously with the executive position at SIRESP, without the necessary government authorization provided for in the Public Manager Statute. The situation occurred during the presidency of General Paulo Viegas Nunes, who has now been appointed again to lead the company.

According to , Paula Sofia Casimiro was chosen for the position by Viegas Nunes himself. Despite performing executive functions em exclusivity regimethe person responsible maintained teaching activities at the Military Academy and the Faculty of Law of the University of Lisbon.

The Military Academy confirmed that Paula Sofia Casimiro began teaching at that institution in September 2022, on a full-time basis, although without exclusive dedication. The Army also clarified that the teacher presented a formal request for accumulation of functions. The Faculty of Law of Lisbon reported that the manager continued to work as a guest assistant professor, on a 50% partial basis, having informed the institution of the accumulation of positions.

However, the necessary authorization from the Government was never granted. The Public Manager Statute determines that executive positions in public companies must be held exclusively, allowing exceptions for teaching activities in higher education only upon favorable order from the competent ministries or express provision in the management contract.

Neither the Ministry of Internal Administration, then led by José Luís Carneiro, nor the Ministry of Finance, supervised by Fernando Medina, issued authorization for the accumulation of functions. Still, the IGF audit states that Paula Sofia Casimiro remained in an irregular situation for two yearsdespite having requested appropriate permission.

As an executive member of SIRESP, the manager received a gross salary of around 3700 euros, plus 1482 euros per month in representation expenses.
