Rodrigo Pacheco refused; Most of the names mentioned to lead the Proposed Amendment to the Constitution are part of the government base
The PEC (Proposed Amendment to the Constitution) at the end of the 6 X 1 scale now depends on the president of the Senate, (União Brasil-AP), to advance in the House. The proposal will begin to be processed by the CCJ (Constitution and Justice Commission), but the Senate will maintain remote sessions next week, according to the advice of the president of the collegiate, (PSD-BA).
Although the schedule and rapporteur have not yet been defined, senators are already being considered behind the scenes to take over the text. Most of the names are part of the base of the president’s government (PT).
The senator (PSD-MG), initially appointed as one of the favorites to take on the role of rapporteur, declined the possibility.
Government leaders believe that Alcolumbre should follow the traditional procedure, with analysis in committees before voting in plenary. Senators from the government base claim that the PEC can advance quickly in the Senate because of the issue’s potential for electoral gain. The opposition sees room to expand the debate and delay the vote.
According to the CCJ advisory, the senator chosen to report the PEC at the end of the 6 X 1 scale should also be responsible for analyzing the proposal for work presented by the senator (PL-RN), since the 2 texts deal with similar themes.
The PEC filed by Marinho creates an alternative model to that provided for in the CLT (Consolidation of Labor Laws), allowing employees and employers to choose between the traditional regime and a flexible format based on hours actually worked. In this system, payment would be proportional to the hours worked by the employee.

CHAMBER APPROVED THE PEC 6 X 1
The Chamber of Deputies approved, on Wednesday (May 27, 2026), the PEC that changes the work schedule from 6 X 1 to 5 X 2 and reduces the weekly working day from 44 hours to 40 hours. The text was sent to the Senate for analysis.
The PEC was approved in the 1st round by 472 votes in favor and 22 against and, in the 2nd round, by 461 votes in favor and 19 against. At least 308 votes in favor were needed in each round to approve. Read the (PDF – 527 kB).
