Dean of the Supreme Court states that Brazil has responded to the challenge, but declares that regulation “is a bit out of time”
Federal Supreme Court Minister Gilmar Mendes declared this Monday (June 1, 2026) that he is concerned about the “want uso” of artificial intelligence and the possibility of influencing elections. He said he hopes the TSE is prepared to respond to the challenge.
“We know, we have already seen several cases of misuse of artificial intelligence and this is worrying. There needs to be some control”he told journalists at the 14th Lisbon Forum. “In these elections, we will certainly have the use and abuse of AI”he stated.

According to the dean of the STF, one of the biggest challenges is that technology and regulation do not advance at the same speed.
“Regulation is a bit out of date, outdated. But we have managed to provide adequate responses, I believe. Brazil, today, is a vanguard country when it comes to regulating networks. We are moving forward”he declared.
“I think we are moving forward and also dialoguing with big techs, creating an adequate regulatory statute. I hope we also have this environment in the electoral election”these.
When talking about defending democracy, the judge stated that Brazil “he has known how to defend himself” of sovereignty.
“As we demonstrated in all the discussions we had around the [lei] Magnitsky [dos EUA]the discussions we had – and have been having – around social media. I trust in institutions and the institutional defense of our sovereignty. We have made every effort in this direction and we will preserve all this debate at a high level”he declared.

Gilmar once again said that the rejection of the name of the Union’s attorney general, Jorge Messias, for the Supreme Court was a political issue: “He was not rejected due to lack of legal qualifications. No one verified this and the entire debate did not end there”.

14TH LISBON FORUM
The theme of this year’s Lisbon Forum is “New international order, technology and sovereignty: democratic, economic and social challenges”. All debates will be held from June 1st to 3rd at.
The event will be attended by names such as Gabriel Galípolo, president of the Central Bank, Magda Chambriard, president of Petrobras, and Aloízio Mercadante, president of the National Bank for Economic and Social Development.
This year’s edition has fewer members from the STF, STJ, TCU, the Lula government and governors.

The 14th Lisbon Forum o High Patronage of the Presidency of the Portuguese Republic, given by the Portuguese president to initiatives, events, congresses, projects or celebrations that are considered to be of special public interest, civic, cultural, scientific, social or economic relevance for Portugal.
It is not about providing financing or material support. It is a seal of recognition and institutional prestige.
The distinction, according to the organization of the event, “recognizes the institutional, academic and civic relevance of the event, as well as its contribution to strengthening democratic debate and reflection on contemporary challenges faced by Portugal, Brazil and the international community”.
