Engie filed requests with Aneel (National Electric Energy Agency) to revoke the authorizations for 17 photovoltaic plants that would integrate the Campo Largo Solar and Santo Agostinho Solar complexes.
In documents sent to the Superintendence of Concessions, Permissions and Authorizations for Electric Energy Services (SCE), the company attributes the decision to the worsening of renewable generation cuts, known as curtailmentand restrictions on the flow of energy produced.
the company requested the revocation of the concessions for the Campo Largo Solar 1, 2, 3, 4, 8, 9, 10, 11 and 12 plants, authorized by Aneel in March 2023. According to Engie, the nine projects are part of a larger photovoltaic complex and had their authorizations granted through Authorizing Resolutions No. 14,095 to 14,103.
the company requested the cancellation of the authorizations for the Santo Agostinho Solar 1, 2, 3, 4, 7, 8, 9 and 10 plants, part of a set of 12 parks authorized by Aneel in June 2022, through Authorizing Resolutions No. 12,180 to 12,191.
The requests were signed by the Engie’s executive director, Fernando Aires de Alencar, and the technical-operational director, Eduardo Luiz Piccoliand forwarded to Aneel on June 18th and 19th, 2026.
In both requests, the company argues that the electricity sector faces a “significant and recurring” increase in generation cutsespecially in regions with a high concentration of renewable projects. According to Engie, although the projects are technically capable of operating, systemic restrictions have been limiting the full injection of energy into the SIN (National Interconnected System), reducing revenue predictability and affecting the originally planned economic and financial viability.
The company also states that the scenario has created an environment of uncertainty for new investments in renewable generation and compromised the stability necessary for the development of projects in the medium and long term. In the documents, the company maintains that the decision to give up on the projects must be understood in light of this “exceptional situation”, which, according to Engie, imposes objective barriers to the full insertion of the plants in the market.
The generator also informed Aneel that the projects did not sell energy in the Regulated Contracting Environment (ACR) and that they did not enter into Transmission System Use Contracts (CUST) or Transmission Connection Contracts (CCT), a condition provided for in Normative Resolution No. 1,071/2023 for grant revocation requests.
