The governor (Republicans) bet chips on an Army colonel to help him strengthen relations with the mayors of the interior.
Mauro Benedito de Santana Filho was appointed by the Government Secretary, Roberto Carneiro, on June 19, to take over the office of the Regional Division of , which serves 90 municipalities.
Santana Filho’s mission is to promote dialogue between the government and the mayors of these cities.
Candidate for re-election, . This role had been performed by former secretary Gilberto Kassab (PSD), who left the position at the beginning of the year.
While Kassab held the Secretariat of Government and Institutional Relations, no head was appointed to the office in Campinas, which holds the third largest electoral college in the state.
“The action will be guided by effective dialogue and articulation, following the governor’s guidelines and the guidelines of Secretary Roberto Carneiro”, Santana Filho wrote to the Panel.
“The central mission will be to improve dialogue between government and municipal administrations, ensuring that public policies reach municipalities effectively.”
The colonel served in the UN peacekeeping mission in Haiti, which was commanded by Brazil, as does the current governor.
“As a soldier for almost 30 years, working in Haiti and on other difficult missions, he adds differences to the role, discipline, management capacity in complex scenarios”, says Santana Filho.
The practice of appointing military personnel to positions normally occupied by civilians was common in the government of Jair Bolsonaro (PL), Tarcísio’s godfather.

Santana Filho also served in the federal government as secretary of Coordination and Governance of Union Heritage (SPU) and special secretary of Federative Affairs, directly with states and municipalities.
“In addition to his accumulated experience, the colonel is also studying for a master’s degree in Public Policy and Government at Faculdade Getúlio Vargas (FGV)”, says the government.
