Of the 66 proposals presented by the Government, 47 were approved and 18 were generally approved. So far, the Executive has only seen one proposal rejected: labor reform.
Although the labor reform issue was used by the PSD to accuse PS and Chega of blocking governance, the numbers from the current legislature show a very different reality: the majority of the Government’s proposals have been approved with the simultaneous support of the two largest opposition parties.
According to official data from Parliament consulted by , of the Government’s proposed laws already completed with final global approval, almost two thirds were made possible by PS and Chega at the same timeeither through favorable votes or abstentions. So far, the Executive has only had one proposal rejected, which was labor reform.
At the PSD Congress, Prime Minister Luís Montenegro and several social democratic leaders criticized socialists and Chega for allegedly creating obstacles to government action. However, Of the 66 proposals presented by the Government, 47 were approved, 18 generally passed and only one was rejected.
Among the measures approved with joint support from PS and Chega are changes to the ISP, which made it possible to alleviate fuel prices, the reduction of IRC, changes to the Single Circulation Tax, changes to the Investment Tax Code, new licensing rules, support for victims of storm Kristin, the creation of the Foreigners and Borders Unit at the PSP and changes to the judicial system.
When it did not have both parties at the same time, the Government was able to alternate support. Chega alone made eight AD proposals viableincluding issues such as immigration, nationality, higher education, fiscal incentives for housing construction and changes in the criminal process. Already the PS was decisive in six diplomasincluding the State Budget, the Great Options 2025-2029, criminal policy priorities, changes to the Expropriations Code and, more recently, the Single Social Benefit.
The opposition’s negotiating openness also resulted in four laws approved unanimously, 13 European directives made viable and several legislative authorizations given to the Government.
