In 2009, when he was the municipal secretary of transport of São Paulo, he said, in an interview with Roda Vida da TV Cultura, that the rates of traffic deaths would make a leap with the release of motorcycle taxis.
“I am still contrary to the motorcycle taxi in Sao Paulo. I am not against the regularization of the profession, I am not against people who have it as a daily win of everyday life. But in municipalities such as São Paulo there is the possibility of impact of 1.3 deaths to almost 4.5 deaths per day, if we enable motorcyclexism,” said Moraes.
He said he traveled the congress corridors that year, but failed to prevent the president.
“We went to the Senate, we took suggestions, a substitute that removed the capitals [da regulamentação]but was eventually approved and sanctioned by President Lula, “Moraes told TV Cultura program.
The then Secretary of Management Gilberto Kassab also showed concern about the release of mototaxi for security reasons.
“It was recently discussed in Sao Paulo if two people should be banned on a motorcycle for public security reasons. Mototaxism will also allow total uncontrollability regarding the possibility of robberies,” said Moraes.
Sanctioned by the Governor (Republicans) after approval by the Assembly, the law makes it difficult to implement the service by conditioning it to the approval of the municipalities.
