The (National Health Surveillance Agency) approved on November 22nd a resolution that determines that two of the body’s five directorships should be combined. The maneuver is an affront to agency law, according to the category’s union.
Since that date, Meirelles has served simultaneously as the third directorate, responsible for areas such as health products, medical devices, toxicology and tobacco, and the fifth directorate, which operates in the health control of ports, airports and borders and in the area of controlled products, such as .
He assumed the third directorship in September 2023 after the resignation of his predecessor, whose term would end in March 2025.
In the case of the fifth board, which is vacant, there was disrespect for a triple list published in November 2023 by the vice-president (PSB), so that it could be filled on an interim basis while a new director appointed by the president (PT) was not approved by the Senate.
The president has not yet made the nomination because of (União-AP), favorite for the presidency of the Senate, due to the number of names that will be appointed by senators and the government for agencies.
On December 1, 2023, Danitza Buvinich took over as fifth director, replaced six months later by Frederico Fernandes, the second name on the triple list. The expectation was that the next one would be Fabrício Oliveira, third on the list, but that did not happen. In his place, Meirelles entered.
When contacted, he did not explain why this occurred nor did he say whether the accumulation of functions by the director would violate the law on regulatory agencies.
For Sinagências, which represents employees, “the failure to designate the server on the replacement list in the respective order constitutes illegality”. The union highlighted risks to the functioning of essential processes, “threatening health surveillance, as well as public health.”
“We therefore denounce what appears to be a type of maneuver to disregard the triple list approved by the Presidency of the Republic, decided, approved and published in December 2023, without there being any reason to do so.”
Under reservation, agency employees state that accumulating two directorships is a large amount of work for just one person.
There is also a more sensitive point highlighted: with this format, Daniel Meirelles would have two votes, reducing the possibility of disagreements within the agency.
