A study by Economic Consulting Ecoa and published at the Copyright and Technology Observatory estimates that the copyright compensation model proposed by the regulation bill may reduce the positive impacts of technology on Gross Domestic Product (GDP) by Brazil.
The consultancy estimates that IMA expected impact on GDP for the next decade is 3.2%. If the copyright compensation model proposed by PL 2,338/2023 is carried out, accumulated growth for the next 10 years would be 10%, equivalent to R $ 21.8 billion, according to the study.
The text of the bill, establishes the use of copyright protected content in mining, training or development processes of artificial intelligence systems. The project prohibits the dissemination of content related to the work of authors and requires authorization and remuneration for the use of protected works.

According to Silvia Fagá, a partner of ECOA and the study author, the rule can compromise the effectiveness of tools and, consequently, productivity gains for Brazilian companies that adopt artificial intelligences.
Countries such as the United States have been moving to regulating the use of copyright -protected works supported by the concept of “fair use”, in which certain types of use, such as critical purposes, commentary, journalistic, teaching and research, can be done without the permission of the authors.
