In Maringá, in the north of , the elected mayor Silvio Barros (PP) has already announced a soldier from the Army and three names linked to the Military Police to join the first echelon of his administration, in addition to a delegate from the Civil Police.
Brother of federal deputy Ricardo Barros (PP), former leader of (PL) in the Federal Chamber, Silvio Barros was elected in the first round with the support of PL, a party that nominated vice-mayor Sandra Jacovos on the ticket.
He has already presented more than 20 names for his secretariat, including retired Army colonel Marcelo Pessôa, who will be Government Secretary.
Three more names linked to the Military Police will join the first echelon: retired colonel Adilson Casitas will be the secretary of Metropolitan Affairs; Lieutenant Edson Luiz Pereira, also retired and former councilor, will be the Secretary of People Management; and Colonel Audilene Rocha, who was substitute councilor for the PP, will take over the coordination of Procon.
Furthermore, the councilor elected by PL Luiz Alves, who is a Civil Police delegate, will be the Secretary of Security and Urban Mobility.
Silvio Barros already administered the city between 2005 and 2012, as did his father (in the 1970s) and his brother (in the 1990s).
In the city of , in the west of Paraná, retired general Joaquim Silva e Luna (PL), also in the first round, has not appointed any military personnel to his secretariat so far, among ten names released.
People close to the new mayor believe, however, that he should still appoint someone with a military career to the Public Security portfolio.
During the Bolsonaro administration, Luna served in charge of Petrobras (2021 and 2022) and the Itaipu hydroelectric plant (2019 to 2021), when he moved to Foz do Iguaçu.
At Petrobras, he stayed for less than a year. He ended up being fired by Bolsonaro after constant criticism over the company’s pricing policy.
Before the Bolsonaro administration, Luna was also Minister of Defense in the Michel Temer administration (MDB).
In Foz, the elected vice-mayor is journalist Ricardinho (PSDB), appointed by the governor (PSDB).
