Motta forwards suspensions of 3 deputies who participated in ‘riot ”in the House

The Board of Directors of the House decided on Monday to send to the Ethics Council the suspension of the mandates of Marcos Pollon (PL-MS), Marcel Van Hattem (Novo-RS) and Zé Trovão (PL-SC). The three led the riot that paralyzed the plenary in August, in protest against the arrest of Jair Bolsonaro. Another 11 deputies, including Bia Kicis (PL-DF), Carlos Jordy (PL-RJ), Nikolas Ferreira (PL-MG) and Caroline de Toni (PL-SC), should only be warned with written censorship.

Shipping requests was signed by all members of the Board of Directors, except for Vice-Presidents Altineu Côrtes (PL-RJ) and Elmar Nascimento (União-BA). It will now be up to the Ethics Council to decide whether to apply the penalties or review them before taking them to the plenary.

The decision endorses the opinion of Corregedor Diego Coronel (PSD-BA), who suggested harsher punishments to the most active parliamentarians in the confusion. Pollon is the most severe case: 90 days of removal for attacks on the presidency of the house and 30 days for the physical obstruction of Hugo Motta’s chair. Van Hattem and Zé Trovão may be 30 days suspended.

Behind the scenes, the measure is seen as a late hardening of Motta, who at the height of the crisis had chosen to send the case to the Corregedoria, rather than opening direct process in the Ethics Council. Now, when embracing the recommendations, he tries to recover authority amid wear.

The episode weakened the mayor in the return of recess, when the occupation of the table – which lasted more than 30 hours – was used by the pockets like as a pressure currency to guide the amnesty and the shielding PEC. Since then, leaders have discussed changes in the code of ethics and regiment so that push, table invasion and voting block will automatically result in more severe punishments.

By the current code, written censorship acts as a yellow card, while the suspension is equivalent to a red card.
