Political anger blocks the commission that is responsible for citizen demands in the Parliament of Catalonia | News from Catalonia

In its first year of legislature, the Petition Commission of the Parliament of Catalonia tried just five citizen demands registered in the Catalan Chamber. Broken between the management of the only president of Vox (Mónica Lora) at the head of a parliamentary commission, the utility of the organ that must collect popular requests was rather scarce. The problem is that improvements are not avista: of the 19 commissions (legislative or regulation) functional of the Chamber, the request and the sports (chaired by Comuns) are the only two that do not have a date of return, despite the fact that Vox sources say that they will put it in motion “in October”, although they do not specify when.

The request commission processes the demands that citizens make to the Parliament. From issues referring to the price of pellet; financial aid for celiacs; or the creation of a bus line between Barcelona and Torredembarra. Once analyzed, the requests are referred to other commissions; or directly to the Government, among other ways. But none of this happens because in a kind of permanent block, citizen requests (some registered three years ago) accumulate in the drawer waiting to be dispatched.

The last chapter was lived in the last session of the last year, held in June. It lasted just 15 minutes nobody missed him because it was the tonic of the whole year. President Lora did not enable a telematic channel for deputy Lluís Puig (Junts), resident in Belgium, could participate; And after maintaining its decision despite the demands of the rest of the groups (only the PP supported it), the session was raised without any of the issues of the agenda. Now the lawyers of the Parliament study whether the deputy of VOX breached the regulations of the Chamber modified last year to allow precisely, among other things, that.

The inaction of the commission comes from afar. Although the deputy Ennatu Domingo (Juns) obtained in June 2024 the presidency of the table in the constitutive session, the Board of Spokespersons (the organ composed of the spokesmen of all the groups and chaired by the president of the Parliament, Josep Rull) ruled in September 2024 that it was Vox who was responsible for assuming the presidency for reasons of parliamentary representation. With 11 deputies, the ultra -right party claimed its presence in command and the Parliament agreed for regulatory issues.

Domingo resigned and, having no president, the commission suspended the second session. To avoid ratifying Mónica Lora as a new president, they did not appear at the third session, which was also suspended. And already in the fourth, in March 2025, they attended, but did not participate in the vote he gave, with the support of the PP, the first presidency of Vox in a commission of the Catalan Parliament.

The anti -fascist pact (as the sanitary cordon in Catalonia is called) in the Parliament is the proposal that all groups, except for the PP ,. The president, Josep Rull, already warned on his arrival in charge that the Catalan Chamber should be erected as “democratic bastion”, and Catalonia (the Constitutional Court annulled in 2022 the sanitary cordon in the Basque Parliament) a broad consensus to avoid the impact of the extreme right in the political day.

Along these lines, the Board of spokespersons already placed Vox in the previous legislature at the head of such a low profile (regulatory text consolidation commission) that the ultra -right itself rejected the presidency. On this occasion, however, Vox did assume that of requests, although with a result of little continuity.

After half a legislature with the commission for the clash between Vox and the rest of the formations, the body discussed in April (eight months after its composition) in the fifth session the first five requests of the course. But when the session was already finishing, Lora warned that Deputy Puig had followed the session from Brussels. “The table has not authorized that anyone can be connected by videoconferencing and transferred to the lawyers,” he warned as a prelude to what would happen in the next session, on July 22.

Shortly after starting the sixth and last session, Junts spokeswoman Sònia Martínez claimed Puig’s participation, but Lora rejected her again to understand that Junts had not made a “formal” request, but a “communication.” The president of the Commission also defended that face -to -face is “an obligation and not a right”, to which Junts denounced a “violation” of the regulation. Vox understands that the decision of the Constitutional Court of Puigdemont and Puig, last March, supports its position.

After a year with more reproaches than work, deputy Mario Garcia (PSC) warned in the last risk of following the same line: “We are in a commission that collects the requests of the citizens. I do not know if these shows, which are more internal in the Parliament, must be above the needs of the Catalans,” he said.

The case has reached the lawyers of the Parliament, at the request of Junts, which claims a sanctioning file to Lora “for overreach of functions”, “violate” the right of participation of Puig and “abuse of power”, as transferred the group to the table of the Parliament. Legal services must prepare a report to rule if the deputy of Vox contravenes the postulates of the Chamber.
