Police arrest 10th suspect in the case of former police chief Ruy Ferraz

According to the SSP-SP, a 36-year-old man was arrested in the capital of São Paulo; He has a record of receiving stolen goods, illegal possession of weapons and theft.

On Monday (3.Nov.2025), the São Paulo Civil Police arrested the 10th suspect involved in the murder of the former police chief, aged 64. The crime took place on September 15 in Praia Grande, in Baixada Santista.

In a statement, the (São Paulo Public Security Secretariat) reported that the 36-year-old man was detained in Grajaú, in the south zone of the capital of São Paulo.

He has a criminal record for receiving goods, illegal possession of weapons and theft. The SSP did not disclose its name, but, according to a newspaper report this is Marcos Augusto Rodrigues Cardoso, known as Penélope or Fiel.

In the note, the SSP said that with the suspect “a 380 caliber firearm was seized. Investigations continue by the DHPP [Departamento de Homicídios e de Proteção à Pessoa] to clarify all the circumstances of the facts”.

To date, 10 people involved are arrested, 2 are on the run and 1 died after “resist police approach”.

The incident, carried out on October 24, involved a 38-year-old man suspected of being the owner of a second house in Praia Grande, used by the suspects during the preparation of the plan to kill Ferraz.

REMEMBER THE CASE

Licensed by the corporation and acting as Secretary of Administration of Praia Grande since 2023, Ferraz built his reputation working in the fight against organized crime, especially the PCC (Primeiro Comando da Capital) faction.

Ferraz left his car from work, at Praia Grande City Hall, and was chased through the city streets by another vehicle with heavily armed men.

Images recorded by security cameras show his car fleeing, until it overturned between 2 buses while trying to enter an avenue.

The car that was chasing him arrived shortly after, crashed into one of the buses and 3 men came out of the car with rifles. Two of them approached Ferraz’s car and fired. While escaping, they returned along the same avenue used in the chase.

Ferraz was a police chief for more than 40 years, having worked in the Homicide Division of the DHPP and headed the General Police Station of the State of São Paulo.
