Lula visits COP30 structure, in Belém, before going to Celac

Visit was carried out after the Leaders’ Summit with infrastructure failures; Brazil took command of the facilities

The president (PT) was this Saturday (9.Nov.2025) at Parque da Cidade, in Belém, where the (30th United Nations Conference on Climate Change) will be held from Monday (10.Nov.2025). Before opening the conference, Lula travels to Colombia, on Sunday (Nov 9), for the 4th Celac-UE Summit (Community of Latin American and Caribbean States and the European Union).

The PT member’s visit was carried out after the , held on the 6th and 7th of November in the same location. The president was accompanied by ambassador André Corrêa do Lago, president of the COP, and other authorities to make a kind of “sweep” on the premises.

The City Park occupies 500 thousand square meters. The location will house the Blue Zone, where official negotiations will take place, and the Green Zone, an open space for the population and partners. The Blue Zone has restricted access to delegations, heads of state, observers and accredited press.

The Leaders’ Summit was held in the Blue Zone and was marked by infrastructure problems. THE Poder360 participates in the coverage, with 4 reporters sent to Belém, who saw unfinished structures, bathrooms without water and many spaces still inoperable and noisy with construction. Part of the taps in the bathrooms were inoperative, forcing participants to use alcohol gel to wash their hands.

Parque da Cidade will now be managed by the Brazilian COP presidency after the Leaders Summit. Previously, space was managed by the UN. The transfer symbolizes the official start of Brazil’s leadership in the climate negotiations that will culminate in the conference.

Every year, the country that hosts the COP assumes the presidency of the event. Brazil will lead the negotiations until December 2026. During this period, it will coordinate discussions between more than 190 countries on topics such as climate financing, energy transition and implementation of the Paris Agreement.

OPENING OF COP30

COP 30 will be held from November 10th to 21st in Belém. The choice of the capital of Pará to host the event marks the first time that the conference is held in the heart of the Amazon.

During the Leaders’ Summit, the Brazilian government (Tropical Forests Forever Fund). The initiative achieved resources for environmental preservation in developing countries.

The conference will bring together heads of state, ministers and representatives of civil society. Countries will present the 2nd round of nationally determined contributions, the NDCs (in their acronym in English), with targets for reducing greenhouse gas emissions.

Brazil assumed the presidency of the COP with a commitment to advance discussions on climate financing and environmental justice. The expectation is that the conference will produce concrete agreements to contain global warming.
