The Civil Protection website has not been working for two weeks – and will continue to be down

ANEPC portal temporarily suspended “for strictly preventive and security reasons” due to “identified vulnerabilities”.

“We apologize. The site is currently undergoing maintenance. Please try again later. Thank you.”

This is the message you read when trying to access the institutional and public incident system of the National Emergency and Civil Protection Authority (ANEPC).

The portal was suspended temporarily about 15 dias “for reasons strictly preventive and of security” due to “identified vulnerabilities”.

In a response sent to Lusa, ANEPC states that it is planned to restore the publication of the institutional website and the occurrence portal during the second week of January 2026 “after the full completion of the technical work to reinforce security”.

Civil Protection explains that, after being identified, at the beginning of December, new critical vulnerabilities in various content management technologies and web platforms, the National Internal Security Network (RNSI), which hosts and supports most of the critical applications and systems of the security and emergency forces of the Ministry of Internal Administration, immediately triggered the necessary procedures with the responsible entities and, “during the week of December 15th, the application of the respective mechanisms of patch and security updates.”

“In the specific case of the ANEPC public website, it was found that the application of the aforementioned ‘updates’ did not completely eliminate the vulnerabilities identified. For strictly preventive and security reasons, and with the aim of avoiding any exposure to potential attacks or intrusions, it was decided to temporarily suspend the publication on the internet of the institutional website and the public incident system (SADO)”, explains the authority.

Civil Protection emphasizes that this suspension is “external only and does not affect, at any time, the operational functioning of ANEPC systems”, with SADO and the remaining systems remaining “fully operational and accessible to all State entities connected through private RNSI circuits”.

ANEPC also guarantees that there is “no impact on operational responsiveness or in the coordination of civil protection”.
