State deputy Guto Zacarias (União-SP) presented a factual report to the MPF (Federal Public Ministry) asking for the investigation of possible irregularities in the transparency of the New PAC, a federal program that brings together works estimated at R$ 1.3 trillion in investments.
The representation is based on a report from Transparency International – Brazil, which evaluated the disclosure of data from the New PAC and highlighted flaws considered serious in access to public information. According to the study, only 12.12 points, on a scale of 0 to 100, were attributed to the program’s overall level of transparency.
According to the analysis, only around 36% have some level of detail available to the public.
In financial terms, the report indicates that only 5.67% of the total predicted value — approximately R$79.5 billion — has sufficient information for monitoring and inspection.
The study also points to a lack of data in stages considered essential in the works cycle, such as planning, technical, economic and environmental feasibility studies, environmental licensing, bidding procedures, contracts, execution schedules and information on socio-environmental risks and impacts.
In six of the dimensions assessed, no public documentation was found.
Another point highlighted in the report is the Energy Transition and Security axis, which concentrates around R$466.7 billion, equivalent to approximately 36% of the New PAC’s investments.
In this segment, Transparency International identified relevant information gaps in hundreds of projects, including the absence of schedules, technical studies and basic data on amounts invested.
HAS CNN Brazilthe deputy stated that “the government that promised so much transparency is once again showing itself to be negligent with a lack of information and transparency, as well pointed out by the technical note published by the NGO Transparency International”.
He argues that this “becomes even more worrying due to the history of corruption of the PT governments, I hope the Public Ministry investigates”.
In the news actually sent to the MPF, Zacarias requests that the body evaluate the initiation of an administrative procedure or civil investigation.
The parliamentarian requests that information be requested from the Civil House and the bodies responsible for the program on the criteria adopted for publicizing data, possible restrictions on access to documents and the reasons for the absence of environmental and feasibility studies on the official portal of the New PAC.
In a statement, the Civil House stated that the federal government does not give up on transparency and commitment to information and said that the New PAC is monitored on a permanent basis, with constant updating of data on projects and works.
The government declared that all information is available through official transparency channels and that, as new stages are completed, the details of the works are expanded.
The Civil House also highlighted that the program was structured as a State policy, with the participation of governors and mayors, and stated that the New PAC platform allows the population to monitor the works, expanding supervision and contributing to the prevention and fight against corruption.
