CTT launches this Monday with an update on postal prices, which affects letters and parcels across the country. The measure was approved by the Ministry of Infrastructure and Housing and applied within the scope of the universal postal service. According to Notícias ao Minutoesta, this is the first change for the 2026-2028 three-year period.
New values come into force today
Order no. 14210/2025, published in Diário da República on December 21 and signed by the Minister of Infrastructure and Housing, Miguel Pinto Luz, sets the prices applicable to universal service postal services. From today, February 2nd, these values will be applied in postal establishments, including stamps and postage.
The update was proposed by CTT to the National Communications Authority (Anacom) on October 21, 2025. The regulator analyzed the proposal and, on November 19, sent a report to the Ministry of Infrastructure and Housing, confirming that the increases were in accordance with the Postal Law and the criteria of the Price Agreement for the 2026-2028 three-year period.
According to Anacom, prices do not exceed 15% annual variation in basic services, complying with the 30% limit for accumulated changes in the first year of the Agreement.
The new table reflects an average increase of 6.20% in all universal postal service services. According to Anacom, the update maintains tariff uniformity and ensures that prices remain accessible to all users, respecting the costs of providing services.
In other words, the increase is legal and justified, despite the impact being more visible on the most used services, such as standard cards.
Change in CTT leadership
The price change happens in parallel with changes in the company’s leadership. Guy Pacheco, current financial director, will be proposed as the new CEO, succeeding João Bento, who ends his term at the end of April. João Bento, who turned 65, decided to end his executive career for personal reasons.
According to the same source, the group of shareholders, which includes the Manuel Champalimaud Group, Indumenta Pueri, Greenwood Investors and Grupo Sousa, also proposes João Sousa as CCO, responsible for the commercial area, for the 2026-2028 mandate. A new CFO will be announced in due course, ensuring the transition of financial leadership. The executive committee will thus maintain a core of responsible people who guided the strategy in the last two terms.
What changes for those who send letters
For users, it means that sending a simple letter becomes slightly more expensive. Although the increase of four cents seems small, it translates into an increase that affects all regular mail services. According to , this is the first price update for the 2026-2028 three-year period and complies with established legal and regulatory limits.
The measure comes in the context of ensuring the sustainability of the postal service and maintaining the quality of the universal service, ensuring that all citizens continue to have access to postal services at regulated prices.
