Dino releases amendments for Eduardo and Ramagem’s substitutes – 02/03/2026 – Brasília Hoje

The minister, from the (Supreme Federal Court), released the substitutes for former deputies and to rearrange the parliamentary amendments that had been indicated by their predecessors — totaling R$40.2 million for each.

The decision responds to a request from the . Dino was there in December, due to the fact that Eduardo and Ramagem were outside Brazil. Both are in the United States, with Ramagem, convicted of the coup plot, .

Dino recalled that, as there was a delay in the Chamber’s procedures to declare both Eduardo and Ramagem ended up presenting amendments to the Budget, which led to the blocking of resources.

“Thus, the requested unblocking is possible with the attribution of the amendments to the substitutes — who in truth should have already been the authors of the nominations, if it weren’t for the aforementioned procrastination”, wrote the minister.

The substitutes are deputies Dr. Flávio (-RJ), who took Ramagem’s place, and Missionário José Olímpio (PL-SP), who took over the seat after Eduardo lost his mandate, which is due to the crime of coercion.

Dino highlighted that the amendments to be indicated by the new parliamentarians “must not maintain any subordination to what was previously presented by the now former deputies, with the Chamber being responsible for establishing and ensuring appropriate procedures”.

On the other hand, the minister denied a similar request made in relation to deputy Adilson Barroso (PL-SP), who took up a seat in the Chamber after the loss of the mandate of the former deputy, imprisoned in Italy.

According to Dino, as Zambelli did not formulate any proposal, “there is no act to be replaced”. The minister said that it is “impossible to reopen the deadline for submitting amendments, under penalty of violating the principle of budget planning, which structures the fiscal cycle and ensures predictability.”
