Companies ask for changes in project about work through apps – 02/04/2026 – Panel

Entities representing business sectors delivered this Wednesday (4) to the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), a manifesto calling for changes in and defending a more “balanced” text.

The topic has been debated by a special committee in the Chamber. There is also a The regulation of work through applications is a priority for federal management in the election year.

Representatives from Amobitec (Brazilian Association of Mobility and Technology), National Confederation of Commerce of Goods, Services and Tourism (CNC), National Confederation of Industry (CNI), ⁠National Association of Restaurants (ANR), Brazilian Association of Bars and Restaurants (Abrasel), Brazilian Chamber of Digital Economy (Camara-e.net) and Proteste (Brazilian Consumer Protection Association) participated in the meeting.

Federal deputies Joaquim Passarinho (PL-PA) and Augusto Coutinho (Republicanos-PE), respectively president and rapporteur of the commission, were also called.

Amobitec, which brings together delivery and transport companies using applications, defended the maintenance of the economic model of intermediation of digital platforms.

The bill under discussion proposes classifying companies as providers of transport and delivery services. According to the association, the change imposes excessive burdens on applications and brings relations closer to those provided for in the Consolidation of Labor Laws (CLT).

Other problems highlighted by the entities are the reduction of resources for technological innovation, an increase in the final price for consumers, lower earnings for establishments and a reduction in the job offer for 2.2 million drivers and delivery people.

The government wants to guarantee a minimum value for rides, rest time, access to Social Security and transparency of algorithms, so that workers know how much companies are receiving per trip.
