What is known about the Public Ministry's new investigation into Luís Montenegro's house?

There is a new investigation by the Public Ministry into the construction of the Prime Minister’s house, in Espinho. According to the weekly Expresso, which reports the news, authorities suspect a discrepancy between the total cost of the work and the value declared in the invoices.

An investigation, the newspaper says, was opened last year after Luís Montenegro delivered the dossier containing the invoices for the demolition and reconstruction works of the family home in the center of Espinho.

And there has been at least one judicial inquiry which investigated suspicions that Luís Montenegro had obtained undue tax benefits.

It was archived in December 2024, concluding that the tax benefits on VAT and IMI were legitimate because it was a project classified as urban rehabilitation.

Later it was discovered that the complained that Luís Montenegro had not made all invoices and documents available that he had promised. Could it have been this documentation that origin of the new investigation do now underway due to suspicions of tax fraud.

Suspected discrepancies between costs and invoices

After receiving and comparing all documents in the process, researchers understand that the invoices found do not match the final value of the works.

According to accounts made by Luís Montenegro himself, the expense will have amounted to at least 637 thousand euros. But at the Porto Finance Department, the main contractor only registered invoices for a third of that value: 215 thousand euros for rebuilding the house.
