Association calls for test match to end single fans in SP – 02/23/2026 – Sports

Anatorg (National Association of Organized Fans) is preparing a formal proposal to end single fans in matches involving Corinthians, Palmeiras, Santos, São Paulo, Guarani and Ponte Preta. The model envisages a gradual, controlled and experimental resumption of the presence of visitors in stadiums.

The restriction was imposed in April 2016 by the Public Security Secretariat with the consent of other bodies, after a series of clashes before and after the game between Palmeiras and Corinthians for the Campeonato Paulista.

The document was prepared by the entity’s lawyer, Renan Bohus da Costa, and will be forwarded to the Military Police, the Public Ministry, the Judiciary and the São Paulo Football Federation. THE Sheet had access to the text, delivered this Monday (23) to delegate Cesar Saad, from Drade (Delegation for the Suppression of Offenses of Sports Intolerance), of the Civil Police.

Among the suggestions is the holding of a test game with controlled participation of visiting fans, under the supervision of the competent bodies. Under the proposal, up to 10% of the stadium’s capacity would be allocated to the visiting sector — a percentage allocated in the state before the veto and compatible with international safety standards, according to Anatorg. At this initial stage, the stadium would not be divided equally between the fans.

Ticket sales would be traceable and would prioritize fans officially associated with the visiting club and registered members of formally recognized organized fans, with prior identification, respecting the requirements of the General Sports Law. The measure aims to guarantee individual control of access and accountability in the event of incidents. The proposal also does not rule out, initially, the exclusive sale of tickets to the elderly, children and people with disabilities.

The movement of visitors to the stadium would start from a meeting point defined in conjunction with the 2nd Shock Police Battalion, responsible for planning, escorting and policing on game days in the capital of São Paulo.

For lawyer Renan Bohus Costa, the proposal represents an update of public policy, not a reversal of it. “What we are proposing is not an irresponsible return to the past, but an update of public policy in light of technology and individual responsibility. The single crowd was an emergency response in a certain context,” he stated.

“Today, with facial recognition systems, intelligent video monitoring and data integration, it is possible to identify and punish those who commit illegal acts without collectively penalizing thousands of fans,” he added.

Delegate Cesar Saad confirmed the meeting and classified it as institutional. “The project deals with the review of the current model and proposes a gradual resumption of visiting fans in stadiums, within technical and operational criteria that need to be analyzed responsibly,” he said.

Saad also highlighted that Drade considers dialogue with organized fans to be fundamental for the maturation of public debate and reaffirmed the police station’s willingness to contribute within its legal responsibilities.
