Messages were intercepted by the PF and are included in Minister Mendonça’s decision; Master owner was arrested in a new phase of Operation Compliance Zero
The controller of Banco Master, Daniel Vorcaro, was judged, this Wednesday (4), by the Federal Supreme Court (STF) after the Federal Police (PF) intercept messages in which he determines physical attacks against journalist Lauro Jardim, from O Globo, and an employee.
In conversations, the banker states that he wants to “give the press professional a hard time” and “grind” the employee. The dialogues are contained in the decision signed by minister André Mendonça, released this Wednesday. ()
The orders were sent by Vorcaro to Luiz Phillipi Machado de Moraes Mourão, identified in the investigations as the coordinator of a group responsible for surveillance and intimidation actions at the behest of the banker.
In the dialogue about Jardim, Vorcaro stated that he wants to “tell him. Break all his teeth. In a robbery.” The PF points out that the intention was to simulate a robbery to cover up the aggression. Afterwards, Vorcaro reiterates: “I want to beat him up.” Mourão asks: “Can you? I’ll look at this…”. Vorcaro responds: “Yes.”
In another exchange of messages recorded in the investigation, the businessman complained about an employee identified as Monique. “Employee Monique threatening me. Is it soft? You have to grind this slut”, wrote Vorcaro. Mourão asked what he should do, and the banker said: “Address everything”.
Monitoring group
According to the representation of the Federal Police, Mourão coordinated a informal structure internally called “The Class”. The group included the participation of retired federal police officer Marilson Roseno da Silva and was called in by Vorcaro to monitor authorities, journalists, competitors e former employees.
The investigation shows that members used third-party credentials to improperly access restricted Federal Police systemsdo Federal Public Ministry and from Interpol. The objective was get addresses e confidential data to enable intimidation actions.
‘Operation Zero Compliance’
Messages with aggression orders were identified within the scope of “Operation Compliance Zero”, which investigates crimes against the national financial system, corruption, money laundering e criminal organization.
The Federal Police names Vorcaro as leader of a fundraising scheme in the financial market through issuance of securities with higher than average profitability. The money raised was directed to risky investments and funds from the economic conglomerate itself.
The STF’s decision reports that the operations generated a financial hole covered by the Credit Guarantee Fund (FGC) that reaches almost R$40 billion. The PF also identified a concealment of more than R$2.2 billion in accounts linked to banker’s father. These moves were made even after Vorcaro was released in an earlier phase of the investigation, at the end of last year.
To avoid monitoring the scheme, the PF states that the group paid bribes to Central Bank employees. Paulo Sérgio Neves de Souza and Belline Santana, occupying leadership positions in the banking supervision department, were removed from their positions by the STF. The investigation shows that they reviewed letters from Banco Master before official submission to the regulatory body and passed on internal information em change of monthly payments.
Prisons
Minister André Mendonça responded to the PF’s request and ordered the preventive detention of three other suspects, citing the guarantee of public order and the convenience of criminal investigation. The following were the targets of the warrants:
Fabiano Campos Zettel: appointed as the financial operator responsible for passing on payments from the bank to group members and public servants. He has not yet been located;
Luiz Phillipi Machado de Moraes Mourão: appointed as operational coordinator of the “A Turma” group;
Marilson Roseno da Silva: retired federal police officer, appointed as a member of the monitoring structure.
