PL breaks with Ibaneis and asks for Master’s CPI in the DF Chamber – 03/10/2026 – Politics

The PL broke with the governor and proposed, this Tuesday (10), a CPI (Parliamentary Commission of Inquiry) in the Legislative Chamber of the Federal District to investigate the fraud at Banco Master, which. In 2022, the emedebista supported former president Jair Bolsonaro, but should run out of space on the Bolsonaro ticket this year.

The pressure for the creation of the CPI comes after news of a contract between Ibaneis Rocha’s law firm with a fund from Reag Investimentos, investigated in the context of Master’s fraud. In this way, the governor is considered the main target of the request for investigation in the DF Legislature.

Ibaneis denies knowledge about the negotiation. “He has been away from the law firm since 2018, so he has no information about negotiations carried out almost six years after his departure,” says his defense, in a note.

The decision to break up was taken by the president of the PL in the Federal District, deputy Bia Kicis, together with federal deputy Alberto Fraga and district deputies Joaquim Roriz, Thiago Manzoni, and Roosevelt Vilela.

“We can no longer wait. When serious signs of misappropriation of resources appear, we have an obligation to act. CPI is an inspection instrument, and this has become inevitable”, stated Bia Kicis.

With the break, the PL is closer to announcing its majority ticket for this year’s elections. The idea in the party is to support the current vice-governor, Celina Leão (PP), to run for government of the DF. Bia Kicis and former first lady Michelle Bolsonaro would run for the Senate.

The PL was already considering raffling off Ibaneis in the election. As a result, the crisis involving the attempted purchase of Master by BRB gave ammunition to the Bolsonarist wing that did not intend to give space to the current governor, who was also studying a candidacy for the Senate.

The crisis between Bolsonarism and Ibaneis escalated last week, when the Legislative Chamber for the GDF (Government of the Federal District) made a contribution to the BRB. The measure aims to cover losses related to operations with Master.

In the Legislative Chamber, Ibaneis’ support base is made up of 17 of the 24 district deputies. But three previously government parliamentarians voted against the project: Thiago Manzoni, who now heads the coordination for the CPI, Rogério Morro da Cruz (PRD) and João Cardoso (Avante).

The PL deputy highlighted that he was alongside the government on other issues, but to separate himself from the base, he recalled an episode about the approval given by the DF Chamber to BRB for an operation later rejected by the Central Bank.

“Once again the president of BRB comes here without even showing a document, I don’t have to believe him. […] If I had a guarantee that what was voted on would save the BRB, I would vote [a favor]”, these.

President of the CCJ, Manzoni gave an opinion on the inadmissibility of the proposal, assessing that it does not meet the necessary constitutional or legal requirements. His report was rejected by district deputies.

On the other side, opposition parliamentarians are putting pressure on the STF (Supreme Federal Court) to investigate the contract between Ibaneis’ office and Reag. District deputy Fábio Felix (PSOL) asked minister André Mendonça, rapporteur of the court case, to investigate commercial relations between the governor and Reag or other funds related to Banco Master.

The parliamentarian argues that the document identified as “Assignment Information Term” indicates an economic relationship between Ibaneis’ office and FIDC Reag Legal Claims. Felix points out that the operation is from May 2024, close to the financial operations between Master and BRB.

“It is therefore inferred that the governor’s office may have received resources from private groups interested in BRB-Master operations, publicly defended by the governor and causing billion-dollar losses,” stated the deputy.

According to Ibaneis’ defense, he never negotiated with the director of Reag Legal Claims. “Governor Ibaneis never participated in any negotiations with Mr. Marcos Ferreira Costa, nor with other representatives of this company. All the information he holds about the group was acquired from newspaper articles, already this year”, say his lawyers.
