President of the STF talks to colleagues about impacts on the Court’s image amid discussions about code of ethics
Given the revelations of proximity between the founder of Banco Master, Daniel Vorcaro, and ministers of the Federal Supreme Court, the president of the Court, Luiz Edson Fachin, has already sought out the 9 colleagues to discuss the developments in the investigations into Banco Master.
In addition to the new inquiry rapporteur, minister, Fachin has also spoken with minister Alexandre de Moraes, whose wife, Viviane Barci, R$ 80.223.654,94 from Banco Master for 22 months of services provided to the institution.
Behind the scenes, Fachin continues to defend that the Court takes measures of transparency and ethical rigor. The minister considers that the investigations into Master triggered a new wave of attacks precisely in the context in which he began to defend the publication of an internal code of ethics for STF ministers.
Fachin left the role of drafting and articulating the drafting of the code of ethics to minister Cármen Lúcia, who took over the role of rapporteur on the text at the opening of the 2026 judicial year, on February 2. However, the rapporteur has not yet contacted all ministers to present the proposal.
The idea is that the draft is agreed in advance behind the scenes and subsequently voted on in an administrative session of the plenary, closed to the public and press scrutiny.
Fachin’s messages
The president of the court assumed one of the main flags that the Judiciary establishes for the population. The plan applies to both STF ministers and the entire judiciary, as they hold the position of president of the CNJ (National Council of Justice).
In a meeting with the presidents of Brazilian courts, on Tuesday (10.mar.2026), he said that it is necessary to observe the “crisis of public confidence” in the judiciary and that magistrates cannot be imprisoned “in parochial interests, in economic convenience or in political calculations“.
“We don’t have the vote. We have the reason of the law. And exactly for this reason we can never give up justifying our choices, justifying our decisions. On the occasion, Fachin mentioned the trial regarding the penduricalhos in the judiciary, a topic that has been the subject of pressure from court presidents, who advocated reversing the suspension of payment of amounts. The STF will judge the merits of the validity of the penduricalhos on March 25, in a joint trial of cases with general repercussions.
