After Dino’s dismissal, INSS CPI summons Leila Pereira for Wednesday

Senator Carlos Viana stated that he will be “particularly demanding” in complying with the new date

The senator (Podemos-MG) stated that Leila Pereira, president of Crefisa and Palmeiras, is called to testify at the CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS next Wednesday (18.mar.2026). The statement was given on the night of this Wednesday (11th March) in a conversation with journalists after the congressman met with minister André Mendonça, rapporteur of the INSS and Banco Master fraud investigations at the STF (Supreme Federal Court).

Viana referred to the decision made by Dino this Wednesday (11th March). The minister of the STF carried out by the CPMI of the INSS.

Dino’s dispatch responded to a petition presented by Leila, who to testify as a witness. Her testimony would be on Monday (March 9), but she did not attend, on the grounds that the would also apply to the summons. Here’s the (PDF – 149 kB).

For Dino, it is “obvious” that breach of confidentiality and testimony as a witness are different situations. “There is no violation of privacy, secrecy or undue exposure of private life simply by being called to testify as a witness. The collection of testimony does not depend on the removal of constitutional guarantees, therefore – then yes – it is an eminently regimental matter”, he wrote.

At the same time, the minister understood that the businesswoman’s doubt is “reasonable” and justified his absence. The magistrate ordered Pereira to choose between appearing at the CPMI on Thursday (12th March) or requesting the designation of a new date. Dino prohibited coercive conduct.

Viana classified the decision as a “absurd” because, according to him, the magistrate “does not have or should not have power” about the Commission’s agenda. For the senator, Dino’s monocratic decisions are generating “legal uncertainty“. The congressman stated that he will not discuss any breach of confidentiality in the next session because he does not know the “way to vote”.

Viana had already stated in a press release that the Commission would debate the recall of Pereira for next Wednesday (18th March), “reaffirming Parliament’s authority and duty to collaborate with this investigation“. Read the of the congressman’s position (PDF – 5 MB).

Congressmen want clarification on signs of Crefisa’s involvement in fraud related to deviations in associative discounts. CPMI investigates the role of the financial institution in irregularities involving contracts with the INSS. The deputies expect the businesswoman to explain the allegations of practices against the institute’s retirees and pensioners.

The INSS suspended the contract with Crefisa in August 2025. The decision was made due to the volume of complaints from pensioners and retirees. The bank has been unable to process assigned loans since the cancellation.

BREAK OF CONFIDENTIALITY SUSPENDED

In a decision dated March 5, Dino approved “in block” by CPMI of the INSS. It annulled the validity of the vote held on February 26, when dozens of applications were approved without individual analysis.

Among those affected by the measure is Fábio Luís Lula da Silva, known as Lulinha, and Roberta Luchsinger, a lobbyist friend of the president’s son (PT).

According to Dino, it would be incompatible with the principle of non-contradiction for the same act to be considered null for some investigated and valid for others. The minister stated that the INSS CPMI will be able to carry out new deliberations, as long as it respects due legal process and analyzes requests on an individual basis.
