“P2 – Urgent”: what would be urgent in schools has not yet started – nor will it start in 2026/27

Promised works do not start: public tenders are “more time consuming than the execution of the works themselves”.

Lots of schools need works, for a few years now, but these promised works have not yet started, nor will they start in the next academic year.

The intervention program involves 237 schools with the statute “P2 – Urgent“. There would be R$ 850 million, announced by the Government, to carry out works and adapt the buildings to climate change. There are schools in 118 municipalities, with 128 thousand students.

Last year, a new investment of 1,730 million euros (until 2033) to requalify the school park.

But many urgent works, which have already started to be promised in 2023, did not start in the times of António Costa, nor are they starting under Luís Montenegro.

“It’s a Calvary. The bureaucratic process can take two years and, when the works begin, they will need around a year and a half to be completed. We will continue to talk about students being cold or hot next year, unfortunately”, laments Filinto Lima, president of the National Association of Directors of Groups and Public Schools (ANDAEP).

Filinto Lima reveals that there are few schools where work has already started. Public tenders are “more time-consuming than carrying out the works me if”.
